IYC decries abuse of local content law by oil firms
Special Adviser to the President on Niger Delta, Prof. Charles Dokubo, has warned contractors awarded jobs for the presidential amnesty programme to implement the contracts in line with the terms of agreement.

He said the warning was necessitated by increasing reports on sale of contracts awarded to some companies in breach of contract agreements with the Amnesty Office.

Dokubo, who spoke through his Special Assistant on Media, Murphy Ganagana, in Abuja yesterday, said: “It is illegal and criminal for a contractor to be awarded a job and then goes behind to sell the contract to another individual or company. As part of the terms of agreement for contracts awarded by the Presidential Amnesty Office, a contract is not transferable. It should be satisfactorily implemented.

“Henceforth, any company that engages in sale or contract racketeering after securing a job at the presidential amnesty programme shall have the contract revoked. Contractors are advised to be guided accordingly and adhere strictly to contract terms.”

In another development, the Ijaw Youth Council (IYC) has condemned the flagrant abuse of the Nigerian Local Content law by indigenous oil companies in the Niger Delta, saying that rather than improve the fortunes of the region, they have impoverished the people.

President and Spokesman of IYC, Mr. Eric Omare and Henry Iyalla, in an open letter to President Muhammadu Buhari, said abuse of the local content law by the oil field owners and operators had “totally relegated the Niger Delta communities, entrepreneurs and contractors to the background.”

The youths pointed out that since the beginning of the implementation of the local content law in the last few years, the situation in the Niger Delta has moved from worse to worst, stressing that the poverty rate in the oil and gas communities has increased astronomically.

They, therefore, urged the Federal Government to prevail on the indigenous oil field owners to ensure compliance with the local content law, pay contractors and employed graduates and youths from the region, and also through the Ministry of Petroleum Resources investigate their activities in respect of contract awards, recruitment, and compliance with the local content requirement in relation to host communities.”
